I think Matt was the first to suggest Redwood Regional Park, but I haven't had the chance to check it out yet.

Enter at the Redwood Gate at 7867 Redwood Rd in Oakland. Drive to the Canyon Meadow Staging Area and park there. Walk about a quarter mile on the Stream Trail to the playground. This trail appears to be flat and accessible to strollers.
